Counters for one billing period against the organization’s resolved limits. state is what the panel’s quota banner renders and what the soft/hard cap decision is made from: paid plans keep serving past the cap with X-Antares-Quota: exceeded, sandbox and expired trials are refused with 402 quota_exceeded. Role: viewer.
